This image is floating around as a leak declaring Blood Ravens getting their own place in the Index Astartes. Its an old image from Dawn of War, so its quite hard to tell if this is a faked image or not.

Please remember that this is a rumor, please add salt for now. Its entirely plausible to have Blood Ravens released this way. (No longer a rumor!!!!)
