When I first saw that there was a list builder in the digital version of the new Space Marine codex, I about flipped. I was excited, and did not even look at what unit or forces were being listed in the pic above. There was a lot of discussion about what it showed. Here are some answers.
The pic was released by Games Workshop and displayed on itunes for everyone to see, and wow, has it created a a lot of discussion. Mostly because it shows off a tactical squad, and everyone is very dearly wanting the information it shows.
Well, one of our sources chimed in, to help calm us down a little bit until the launch of the codex and keep us on the correct the path.

the Force Requisition screenshot of the Tactical marines is not accurate. That's a really old image of a previous build with a lot of place holders, it doesn't have the correct wargear choices listed.
