Wait, so there ARE 40k rules and they ARE official and they ARE locked behind a £100 pay wall for a single model?

No. From what I got told, it's just a thing made by a store and shared, similiar to the BaC formations who are not official, but can be used by the store's who handed them out. Your store makes the rules. But they aren't done by the Citadel Design Team afaik.
