According to this video released by GW, the new rules are about freedom and being able field mostly what you want on the battlefield. There are three ways to field units, Battle Forged, Unbound, and Formations. The video is Jervis Johnson talking about the new edition for 3 minutes and how you get to choose your armies in 6th edition.
